  • Evaluated DMV requirements and current operating conditions 
  • Determined ability of leading technologies to address DMV requirements for limiting duplicate card issuance and DL/ID compromise 
  • Estimate deployment costs for range of biometric systems 
  • Highlight problem areas in privacy, security, response time, accuracy, legacy systems, public perception. 
  • Evaluate legal framework for biometric usage
  • Tested legacy images for usability in 1:1 and 1:N systems, with the objective of preventing fraudulent enrollment
  • Evaluated image processing methods for potential hardware and software shortcomings

IBG was engaged by the California DMV to provide a detailed assessment of the potential use of 1:1 and 1:N biometrics in DL/ID card issuance. Although California had acquired fingerprints for years, highly publicized cases of identity theft prompted interest in a stronger DL/ID program. Because of the unique ability of biometrics to detect multiple license issuance, this technology was looked at as a reliable means of reducing fraud. However, challenge was to determine whether biometrics could address the ongoing identification and verification needs of California's 25m - 30m licensees.
