Government sector usage will be derived from Citizen ID programs, although the Government Sector will be a major adopter of biometrics for many applications. Note that a small percentage of Government Sector revenue can also be classified as Health Care in countries with nationalized health care systems.

Interaction with government bodies is a constant part of most everyone's lives, whether in the capacity of benefits recipient, voter, taxpayer, employee, member of armed forces, or business operator. In addition, individuals interact with governments both privately and in the course of employment, and may require different levels of authentication depending on the nature of a specific interaction. The very broad range of interaction between individuals and governments, as well as the need for strong authentication in many of these interactions, is the primary driver of growth in Government Sector biometric revenues.
