
Standards Development
For over a decade, IBG has provided leadership in US and international standards development. IBG SMEs provide editorship of numerous performance testing standards, have received ANSI technical awards for standards development, and chair US biometric standardization task groups. IBG standards representatives work directly with a wide range of NIST experts in ANSI, ISO, and other standards development efforts. An IBG SME chairs INCITS M1.5, the US task group responsible for development of biometric performance testing standards. An IBG SME has been US Head of Delegation to ISO SC37 Working Group 5 since 2004, developing international standards and advancing US positions. An IBG SME is the editor of biometric performance testing standards ANSI INCITS 409.3 Scenario Testing and Reporting. As part of the M1.5 Technical Team, the SME was a recipient of the INCITS Team Award in July 2006. An IBG SME is also editor of ISO/IEC 19795-2: Testing methodologies for technology and scenario evaluation. This standard specifies testing and reporting methodologies for technology and scenario testing. Technology testing is the evaluation of matching algorithm accuracy and speed using archived data. Scenario testing is the evaluation of end-to-end system accuracy, usability, and throughput in a simulated operational environment.
Since 2004, an IBG SME has been U.S. Head of Delegation (HoD) to WG5. HoD responsibilities include carrying and advocating U.S. positions on technical issues, casting U.S. votes, and building consensus for U.S. positions in the international community. The HoD also creates the formal record of the meeting from the U.S. perspective, summarizing results and actions. Active international participants in WG5 have included the U.S., U.K., Japan, South Korea, France, Spain, Israel, Russia, Singapore, Australia, Canada, Germany, and China. An IBG SME is one of only two U.S. experts to have attended every WG5 meeting since 2004, underscoring IBG’s institutional commitment to this activity.
In addition to the research, internal coordination and external coordination approaches described above, standards development requires additional technical expertise. IBG’s standards development approach addresses DoD standardization needs for modalities (e.g., ISO 19794), data formats (e.g., EBTS), and architecture (e.g., DoDAF). IBG has extensive expertise in face, finger, iris, voice, and DNA -- the modalities specified in the 2005 Standard Operating Procedure for Collecting and Processing Detainee Biometric Data. IBG has been directly involved in M1, SC37, EBTS, ANSI/NIST ITL, and other SPAWAR-relevant standards activities for nearly ten years.
